It is a subcommittee which looks into cases violating the anti doping rules and regulations. It imposes the sanctions and penalties against violators. It is an independent committee consisting of nine members who do not belong to any sport federation or association:

1. Chair,
2. Two Vice-Chairs, each of whom shall be legal practitioners of not less than five years standing,
3. Three medical practitioners of not less than five years standing, and
4. Three additional members, each of whom shall be, or has previously been, a sports administrator or an Athlete.

All of whom will be appointed on the basis that they are in a position to hear the cases fairly and impartially. Each panel member shall serve a term of four years.
