SAADC’s Establishment & the Fundamental Rationale

In response to international approaches for the fight against doping in sport which produced  Copenhagen Declaration 2003 and the issuance of the WADA Code, both of which were signed by the world’s governments, including the Government of the Kingdom of Saudi Arabia under Royal Decree No. 205 dated 25/07/1424 H corresponding to 22/09/2003 AD, as well as the second version of WADA amended Code in 2009 and the third edition of the code in 2015, in addition to the release of the International Convention against Doping issued by UNESCO in 2005 and signed by the governments of the world, including the Government of the Kingdom of Saudi Arabia under Royal Decree No. 350 dated 23/11/1428 H corresponding to 12/03/2007 AD.
In accordance with the Code and the convention, the Saudi Arabian Anti-Doping Committee A national committee was established and charged with implementing a national anti-doping program and all anti-doping related matters at local, regional, continental and international levels by the virtue of the decision of His Royal Highness President of Youth Welfare No. 250, in 05/05/1425 H. (17/06/2004 AD), under the name of Saudi Arabian Anti-Doping Committee.
SAADC’s Board was re-formed by the decision No. 810 in 14/06/1430 H. (07/06/2009 AD), and again re-formed after the expiration of its legal term by the decision No. 6741 in 12/05/1434 H. (24/03/2013 AD)
Hence SAADC has accepted and implemented the World Anti-Doping Code in conformance with its responsibilities under the Code, and in furtherance of SAADC continuing efforts to eradicate doping in the Kingdome of Saudi Arabia.

Definition of Saudi Arabian Anti-doping Committee “SAADC”

SAADC is a consultative, legislative and executive committee, attached to the board office of the Saudi Olympic & Paralympic Committee. It is an independent body with legal personality, and is a reference to all anti-doping matters nationwide in the Kingdom of Saudi Arabia. It is the sole authority to represent Saudi Arabia at the International anti-doping events. SAADC operates within the policies of the Saudi Olympic & Paralympic Committee , and under the general supervision of the ministry of sport .

Fundamental Rationale for SAADC Anti-Doping Rules

SAADC implements WADA Rules and regulations being one of ًِWADA’s accredited committees. SAADC’s Rules of Procedures operate according to the unified Saudi Arabian Statute for sports federations and in accordance with the Saudi Arabian Laws.
These Anti-Doping Rules, like Competition rules, are sports rules governing the conditions under which sport is played. Participants accept these rules as a condition of participation in sport and shall be bound by them.
These Anti-Doping Rules are distinct in nature and, therefore, not intended to be subject to, or limited by, any requirements and legal standards applicable to criminal proceedings or employment matters.
